Rijkswaterstaat start proef met 6 elektrische auto’s

Staatssecretaris Atsma reed tevens als eerste met een van de elektrische auto’s. Volgens PR-manager Debby van der Voort van Mitsubishi Motors reageerde de Staatssecreatris blij verrast. “Hij vond dat de i-MiEV niet ander reed dan een schone dieselauto met automaat. Maar dan wel een heel stuk stiller.” De zes iMiEV’s zijn de eerste van een vloot van 26 elektrisch aangedreven auto’s. Daarvan zijn er 24 volledig elektrisch en twee voertuigen zijn voorzien van plug-in hybride-techniek. RWS heeft orders uitstaan bij Nissan (12 X LEAF), Peugeot (6 X iOn) en Totota (2 x Plug-in Prius). Tegen 2015 moet een kwart van alle Rijkswaterstaat auto’s elektrisch rijden.

Door de auto’s als onderdeel van het reguliere wagenpark in te zetten, wil RWS kennis opdoen over elektrisch rijden en opladen. RWS wil ook onderzoek doen naar de economische en milieutechnische gevolgen van het rijden met elektrische auto’s ten opzichte van conventionele en gewone hybride voertuigen. Zo kan duidelijk worden voor welke gebruiker de huidige modellen het meest kansrijk zijn. Op die manier wil RWS een bijdrage leveren aan het vaststellen van de kritische succesfactoren voor de grootschalige toepassing van elektrische auto’s. RWS werkt tijdens het project samen met TNO, LeasePlan, de ANWB en het Directoraat-Generaal Organisatie Bedrijfsvoering Rijk.

“Elektrisch rijden is uitermate kansrijk”. Deze woorden sprak Staatssecretaris Atsma op dinsdag 18 januari 2011 na de aflevering van 6 elektrische auto’s voor Rijkswaterstaat. Stil, schoon en betrouwbaar; elektrisch rijden kent vele voordelen. En de ontwikkeling van elektrische voertuigen staat niet stil. Dat geldt zowel voor de technologie als de infrastructuur.
Steeds meer grote automerken brengen elektrische auto’s op de markt. In Nederland rijd er nog maar een beperkt aantal elektrische voertuigen, ongeveer 400. Marktpartijen en de overheid verwachten dat er in 2020 in ons land 200.000 elektrische voertuigen rondrijden. Om die ontwikkeling een zetje te geven, geeft de rijksoverheid het goede voorbeeld. Door elektrische auto’s aan te schaffen, koopt de overheid duurzaam in. De rijksoverheid doet jaarlijks voor 50 miljard aan boodschappen. Daarmee kan zij de markt voor duurzame producten – zoals elektrische auto’s – stimuleren.
Rijkswaterstaat is met de aanschaf van deze eerste 6 auto’s – later worden er nog 20 geleverd – koploper binnen de rijksoverheid. Ook plaatst Rijkswaterstaat `stopcontacten’ bij haar 11 regiokantoren. Door dit initiatief doet zij veel kennis en ervaring op met elektrisch rijden. En deze opgedane kennis en ervaring zal Rijkswaterstaat met ministeries en andere overheden delen.

RWS gaat elektrisch rijden! En dat willen we weten ook.
De opmars van elektrische auto’s is niet te stuiten. Een aantal van de elektrische auto’s waarmee we rijden ois genomineerd voor auto van het jaar 2010. Dus niet toevallig dat dit de merken zijn waar RWS mee gaat rijden. Ik heet de vertegenwoordigers van Nissan, Mitsubishi, Peugeot en Toyota dan ook van harte welkom.De komende jaren zijn ze nog vrij duur. Maar steeds meer merken komen met elektrische auto’s op de markt. Economisch abc’tje: prijs zal zakken. Autofabrikanten ook verantwoordelijkheid nemen. Juist nu doorschakelen naar hogere versnelling in deze veelbelovende techniek. De overheid investeert in duurzame mobiliteit: lucht schoner, de CO2-uitstoot neemt af, het milieu wordt gespaard en we besparen op gebruik van fossiele brandstoffen. China stopt al gigantische bedragen in ontwikkeling. Elektrisch rijden één van oplossingen mega-luchtvervuiling.
De actieradius van elektrische auto’s wordt vaak als een probleem gezien. Ik wil opmerken dat de meeste ritjes die we maken meestal binnen een straal van 17 kilometer vallen. Een gemiddelde accu is goed voor een afstand van 150 kilometer. En de ontwikkeling staat niet stil. Voor de 400 elektrische auto’s die nu in Nederland rijden zijn er 400 publieke en private oplaadpunten. Genoeg stopcontacten voor al die stekkers dus. En dat aantal zal ongetwijfeld fors gaan stijgen.
Er is geen grote autoproducent in de wereld die niet werkt aan de ontwikkeling van elektrische auto’s. Dit jaar struikelen grote producenten over elkaar met nieuwe elektrische modellen. In die branche is het streven om over dertig jaar de accu’s 7 keer beter te laten zijn en veertig keer goedkoper.
Dat is een geweldig streven natuurlijk, maar is alleen mogelijk als er genoeg auto’s worden verkocht. Het is daarom goed dat overheden het goede voorbeeld geven. De gezamenlijke inkoopmacht van Nederlandse overheden is 50 miljard euro. Daar kun je wat mee. Wie voor zo’n bedrag duurzaam inkoopt kan echt een verschil maken. Gemeentes, provincies en rijk kunnen de markt voor duurzame producten- zoals elektrische voertuigen – stimuleren.
Met duurzaam inkopen kunnen we milieu en geld sparen. Ook kwestie van fatsoenlijk `ondernemen’. Ons streven is om de administratieve lasten laag te houden. Belangrijk voor draagvlak. Ik wil wel opmerken dat deze lasten slechts een fractie zijn van totale aanbestedingen. Het recent verschenen Actal-rapport is zeer nuttig geweest. Waar we lasten konden terugdringen hebben we de adviezen overgenomen, zonder onze doelstelling uit het oog te verliezen. Dit RWS-project is een goed initiatief. Praktijkproef RWS met 26 elektrische voertuigen. Nu starten we met 6 auto’s.
In 2015 moet een kwart van de RWS auto’s elektrisch zijn. RWS is met dit project dan ook koploper/pionier. We gaan hiermee kennis opbouwen en straks onze kennis en e-voertuigen delen met andere overheden. Overigens over Rijkswaterstaat, duurzaamheid en elektrisch rijden gesproken. Veel mensen weten niet dat Rijkswaterstaat onlangs ook stopcontacten voor elektrische fietsen in gebruik heeft genomen. Een primeur voor de overheid. Als fervent fietser – niet elektrisch moet ik toegeven – juich ik dat van harte toe. Door fietsgebruik te stimuleren, zorgen we voor minder files, minder luchtvervuiling en het is nog gezond ook.
Maar genoeg hierover, terug naar de elektrische vierwielers. Andere actie overheid om introductie elektrisch rijden te versnellen is instellen Formule E-Team. Deze afdeling vervult de functie van aanjager. In het Formule E-team werken bedrijfsleven, kennisinstellingen en de overheid samen onder voorzitterschap van Maurits van Oranje. Onze ambitie is om elektrisch rijden betrouwbaar en betaalbaar te maken. Ook economische kans! Afspraken met producenten, aandacht voor veiligheid, realiseren. infrastructuur, oplaadpunten en het verbeteren van de techniek/batterijen. Ook internationale samenwerking stimuleren.
Tot slot. Duurzame mobiliteit is goed voor ons milieu en goed voor onze economie. Elektrisch rijden is veelbelovend en kan belangrijke bijdrage aan schoner en leefbaarder NL. Aan RWS zal het in ieder geval niet liggen.
